RCV use in New York State

I have been following the two+ week fiasco in New York City involving their use of the Rank Choice Voting method for their recent Democratic Mayoral race. It can be argued that their negligence in counting 135K test ballots in their final count had little to do with RCV but the damaged election will be remembered for the use of different voting procedures. Other accusations involve the use of non-professionals in the vote counting process as well RCV use in a fairly large and complex election involving many candidates. Can RCV survey this misstep?
