Kids Day at the La Plata County Courthouse. The purpose of the event is to promote educational, recreational, cultural and civic opportunities for youth, and will provide children aged five and above with the experience of participating in the governmental process by making a formal presentation to the La Plata County Commissioners regarding their event or activity and petitioning the County Commissioners for a letter of recognition for their youth or family-oriented educational, recreational, cultural or civic activity.
Other activities will include: meeting with the County Commissioners, participating in mock voting using the County's voting machines, visiting a courtroom and speaking to County Court Judge Martha Minot, touring the County Courthouse, and meeting County Sheriff's Deputies.

Senator Mark Udall Town Hall. Senator Udall will host a town hall at the La Plata County Courthouse in Durango. Doors open at noon or so and they expect a big crowd in a small venue. It is being labeled Energy, but that was done before the health care debate heated up, so the discussion will likely turn to health care.
Due to high interest in Sen.Udall's Town Hall Meeting the County has decided to stream the meeting live on their website. It is hoped that people who will be unable to attend in the meeting room because of space limitations will get the feeling of attending live via webstream. The Mountain Studies Institute partners with the Colorado Department of Public Health, San Juan Basin Health Department, US EPA Region 8, NM Environment Department, Southern Ute Indian Tribe and other agencies to bring together experts on Air Quality to present and discuss air quality conditions in the Four Corners, potential health effects associated with air quality, and future regulation measures. Presentation on Ballot Issues 60, 61, 101. *The Fiscal Responsibility Information Committee, the 9-R School Board, and the League of Women Voters of La Plata County cordially invite you to attend an informational presentation on three of the ballot initiatives which will be on the November 2010 ballot: Amendments 60 & 61, and Proposition 101.

Carol Hedges, Senior Fiscal Analyst, Colorado Fiscal Policy Institute, will be the featured speaker. Ms. Hedges is a recognized expert on the effects of Colorado's TABOR amendment. Her current research explores spending and taxation in Colorado in light of fairness, efficiency and adequacy. She most recently was a senior policy advisor for The Bell Policy Center.

The potential impact of these three issues on publicly-funded education entities such as K-12 schools and colleges makes it important that we well understand the implications of the proposed changes to the Colorado Constitution and to state law. Durango, CO + On June 15, 2011 from 5:30 + 7:00 p.m., County Clerk and Recorder Tiffany Lee Parker will host an open house about the 2011 County Commissioner Redistricting Process in the Commissioner's Meeting Room at the La Plata County Courthouse, 1060 E 2nd Avenue, Durango.
At this meeting, Mrs. Parker will provide detailed information on the redistricting process and how the U.S. Census Bureau data is utilized. Detailed maps will be available for the public to view. She will also go over the voter registration process, how it works and why it is so important for voters to keep their voter registration current. Information will also be provided about the upcoming election cycles for 2011 and 2012.

The Water Information Program's Annual Water 101 Seminar will be conducted Friday, October 7th from 8:30 am to 5:00 pm at the Pagosa Springs Community Center (451 Hot Springs Blvd). The Seminar qualifies for 7 continuing education credits (CECs) for lawyers and 8 CECs for realtors. This is a great opportunity to learn more about water law and issues in our basin. Election Day - Mail-in Ballot ONLY. *On November 1, 2011, La Plata County residents may vote in an odd-year election with the following ballot issues:

1-Residents of Durango School District 9-R will vote to fill 4 School Board positions on the ballot; Districts A, B, D, and G.

2-Residents of the Bayfield School District 10 JT-R will vote to fill 4 positions on the ballot; 3 positions for a four-year term and 1 position for a two-year term.

3-City of Durango residents will vote on Issue 2A to purchase water from the Animas LaPlata Project.

4-Residents of the La Plata-Archuleta Water District will vote on Issue 5A to increase the debt without increasing existing taxes or imposing any new tax.

5-Residents of the Durango Fire Protection District will vote on Referred Issue 4A to increase the operational mill levy.

6-Colorado residents will vote on Proposition 103 to temporarily increase taxes to fund education.

Voting in this election will be by mail-in ballot only. Ballots will be mailed starting October 11. Ballots may be hand-delivered to the La Plata County Clerk & Recorders office, the Info Desk at the La Plata County Courthouse, and the Bayfield Department of Motor Vehicles. Ballots must be received by 7PM on November 1.

Come hear a panel of experts and see the video, RMPBS Colorado State of Mind fracking discussion. Karen Spray, Environmental Specialist in the Colorado Oil and Gas Conservation Commission (COGCC), and Bruce Baizel of Earthworks, an oil and gas accountability project, will be our panelists. Spray will cover the background of the oil and gas industry in our region, describe fracking in our basin, and the rules governing fracking in Colorado. Baizel represents a nation-wide organization and will explain the STRONGER (State Review of Oil and Gas Environmental Regulations) Report, which highlights environmental concerns about fracking in Colorado. Animas Fire Protection District Candidate Forum. The League of Women Voters of La Plata County will sponsor a forum for candidates for Animas Fire Protection District on Wednesday, April 25 from 6-8 pm at the La Plata County Fairgrounds Extension Building, Animas/Florida Rooms. Nine candidates are running for three seats. The forum will be proceeded by a brief explanation of the organization and jurisdiction of the participating fire districts and the role of the Durango Fire and Rescue Authority. Following introductory remarks, candidates will respond to written questions from the audience.
Ballots for the mail ballot only election will go out to all active voters in the special district beginning April 16 and must be returned to the district by Tuesday, May 8 at 7 pm. Contact Sandy Goodell, designated election official, 970-375-3273, if you do not receive a ballot and you believe you should have. Water in the West - an evening with Senator Gary Hart. The Durango Arts Center's "Water in the West" project is hosting An Evening with Senator Gary Hart featuring Durango, his new novel about the Animas-La Plata Water Project, 5-7 p.m., DAC Theater. $5 admission.
The book is a fictional take on very real events here in our community: the creation of the controversial Animas-La Plata Water Project. The novel features a handful of characters who are clearly inspired by Durango community members, including Fort Lewis College history professor Duane Smith; Durango Herald publisher Morley Ballantine and attorney Sam Maynes, who played a key role in the ALP Project.
The presentation and book signing will take place in the DAC Theater in conjunction with the Water in the West exhibit in the DAC Gallery, which runs from August 10 through September 15.

This past spring, the League of Women Voters US and the League of Women Voters of Florida sponsored three "People to People" trips to Cuba to enable League members to learn about the country's history, culture and social structure, and forge relationships with civic organizations and academicians at the University of Havana. These trips were in compliance with the license granted by the U.S. Department of the Treasury. League of Women Voters of La Plata County member Connie Jacobs traveled with the third group in May, and was able to spend a week interacting with counterparts and participating in a dialogue to understand daily life situations.
During this supplemental Great Decisions session, followed by a Q & A, Connie will be sharing her experiences, along with Maria Cristina Gabriel, who grew up in Cuba and came to the U.S. at age ten and Jennifer Gay who studied in Cuba and wrote her Master's Thesis on the sustainable agriculture movement there. The session is sponsored by LWVLPC and the Durango Public Library and will be held at our normal Great Decisions venue, Program Room 2 in the Durango Public Library, from 11:45 to 1:45.

Annual dues are $55 for regular members and $35 for each additional household member or student member. If you can add an additional amount as a donation to LWVLPC, that would help significantly to continue our work. Only a very small amount local dues remains with the local league, as you can see from the information on the application. Please note that donations to the general fund are not tax-deductible; donations to the Education fund are deductible on your taxes. Either is greatly appreciated and we promise will be used wisely. La Plata County Fairgrounds Extension Building Education Matters: A Candidates' Forum. The Durango Education Foundation invites every voter in the 59th District to attend "Education Matters: A Candidates' Forum," to learn from CO State Representative candidates Mike McLachlan and J. Paul Brown where they stand on the critical issues of education today.

The forum will be held at the La Plata County Fairgrounds Extension Building, on Tuesday, October 14, from 6-7 p.m. Following the formal session, the audience will have the opportunity to engage the candidates in informal, individual discussion. This is a non-partisan event open to all at no charge. It is offered as a public service, not as a fund-raising event.

The Foundation believes that whoever serves as CO 59th District State Representative in the next term will be challenged to resolve many major issues in education, issues that affect our students, our schools and ultimately, our communities. At this forum, voters will learn how our the candidates stand on vital educational issues such as school funding, state educational mandates, teacher evaluations, changing educational standards, student testing and more.

This is our annual opportunity to hear and ask questions of our local legislators. They have had a chance to get settled into the Legislative Session, had a chance to see what this year may bring, and now you get to find out what they expect to be able to accomplish---and why.

Our format will be different this year, and your help will be needed to make it work. There will be no questions from the audience on Sat. morning. All questions must be sent in prior to the meeting. We hope this will be a more efficient method to cover more topics. But it will be critical to get those questions in to us. League members are inquisitive, so let us know what interests you for this year. In addition, let your friends know what we plan, and ask everyone to send us any question that might be on their minds. Talk to your book club members, your neighbors, people you meet on the street. We want to see lots of questions, from lots of different points of view. Amendment 69 is a citizen initiative which will be on the ballot in November. Colorado Care, a Colorado organization, has led this initiative and drafted this amendment which will create a comprehensive single payer health care system for our state. The League of Women Voters of La Plata County (LWVLPC) will hold its annual meeting of members for the purpose of conducting required business of the group on May 17, 2016 at 4:00 pm at the Unitarian Universalist Meeting Hall. All members are invited to attend.

A budget for the coming year will be submitted to the members for adoption at the annual meeting, in accordance with Article VI + Financial Administration of the By Laws of the LWVLPC. The budget proposed by the Budget Committee can be referenced at 2016-2017 LWVLPC Budget.

The Executive Team submits the following slate of nominees for the Executive Team for the coming year, in accordance with By Laws Article VIII + For the office of Secretary: Leigh Meigs; for the office of Treasurer: Nadine Ancel; Members of the Board: Jean Aaro, Kathleen Adams, Sally Bellerue, Betsy Norton, and Trish Pegram, Nominations from the floor will be welcomed.

Article IX + Program, of the Bylaws requires consideration at the annual meeting of all local Programs. The current Executive Team has proposed no changes to the current local Program and requests the re-adoption of our existing local positions with the following titles:

  • Desert Rock Energy Project
  • Library Bond Issue
  • Health Service District
  • Vote Center Concept & Its Applicability to La Plata County Affordable Housing
  • La Plata County School Districts' Program and Building Needs

First Discussion + January 31st + "The Future of Europe"

On Tuesday, January 31st, at 11:45 a.m. at the Durango Public Library, our first discussion will cover "The Future of Europe." Since 2008, the European Union (EU) has wrestled with four severe and overlapping crises. The first is a conventional geopolitical crisis, with the EU surrounded by increasingly bold and authoritarian opponents and terrorist groups. The second is one of democratic governance. EU skeptics and right-wing nationalist parties play an ever more important role. The third is the millions of immigrants swamping the ability of individual governments and the EU to respond. The fourth crisis centers on the EU's single currency, the euro, and the economic stagnation that has gripped the EU for almost a decade. Eric Nedergaard, Ph.D. will lead the discussion. Eric Nedergaard is a retired U.S. Air Force Colonel; he has a BS in Engineering Mechanics from the U.S. Air Force Academy, an MBA from Sul Ross State University, and a Ph.D. in history from Arizona State University. From 1993 - 2013, Eric was a Boeing 737 captain with Southwest Airlines.
